FROM THE MANAGER
It is a great pleasure to serve this wonderful county, its employees, and its citizens. As the county manager, I serve as the chief administrator of the county. I am appointed by and serve at the pleasure of the Board of County Commissioners. My responsibilities include supervising and coordinating the activities of the county departments for the Board, serving as Emergency Services Director, and seeing that all orders and local policies are carried out in accordance with both federal and New Mexico state statutes. As manager, I recommend an annual budget, assist the elected officials with their responsibilities, make recommendations on appropriate matters of business, represent the County in dealing with various agencies and perform other duties as assigned by the Board.
Lincoln County is a county of 4,859 square miles, which is roughly the size of the State Connecticut. The 2000 census population is 19,411. We have five municipalities - Villages of Capitan, Corona and Ruidoso, Town of Carrizozo and City of Ruidoso Downs. The county is responsible for operating the county courthouse with county administrative offices, a detention center, partial funding of a hospital and two clinics, administration of eight volunteer fire departments, five senior citizen centers, and maintaining roughly 850 miles of county road. With ten elected officials, about eighty-eight full time employees, and eighteen part time employees, and a 2005 budget of approximately $16,500,000. We are proud of trying to do more with less.
The county staff is dedicated to supporting our elected and appointed officials in meeting the needs of the public, while trying to control the financial burden to our citizens.
